Media Relations Policy

The DCSO “Limited English Proficiency” policy includes a provision for Monitoring, Re-Evaluating, and Updating the DCSO LEP Plan. Specifically, the DCSO Policy Coordinator will maintain LEP statistics and forward the statistics to the ASB Captain each year. The ASB Captain, or designee, is to evaluate the available statistics and DCSO Plan based on the components listed in the County Plan, and provides an annual report to the Sheriff. The report is a public document and is to be posted on the DCSO website.

CSB-Court Services Bureau:

Records Division – During 2017, the CSB Records Division had 123 LEP Calls-for-Service, which is an increase from 115 in 2016. Each LEP event involved Spanish, and existing bilingual Records personnel were able to successfully meet each need.  No incident reports were generated.

County Courts Division, District Court Division, and Entrance Security Division – During 2017, the CSB CCD, DCD, and ESD Divisions had a combined total of 21 LEP persons encountered, 12 of which involved a Call-for-Service. This is a significant increase compared to 2016 in which there were 0 incidents for all three divisions. The needs of these individuals were met in each case. There were 21 incident reports generated.

Fugitive Warrants/Civil Proceeds/Civil Process Divisions - During 2017, the CSB Fugitive Warrants, Civil Proceeds, and Civil Process Divisions had 37 LEP Calls-for-Service, all for Spanish, which is fairly consistent with the 36 incidents in 2016. The agency was able to successfully meet each need, utilizing employee Harlem Montano. No incident reports were generated.

USB-Uniformed Services Bureau:

Patrol Division – During 2017, the USB Uniformed Patrol Division had four LEP Calls-for-Service, down significantly from 12 in 2016. Languages included Spanish, Pashto, Burmese, and there was one call involving a hearing impaired individual. USB was able to successfully meet the needs utilizing duty personnel, family members and AT&T Translation Services and Interpreters from the Language Line. Four Incident Reports were generated

Summary

The DCSO “Limited English Proficiency” policy requires the evaluation of available statistics and DCSO Plan by the ASB Captain based on the components listed in the County Plan, preparing an annual report that is sent to the Sheriff, and monitoring, re-evaluating, and updating the DCSO LEP Plan, as needed. The summary will address the following:

How many LEP persons were encountered and what languages?

 As provided for in the DCSO “Limited English Proficiency” policy, the above data was collected during 2017. The DCSO had a total of 196 LEP persons encountered, down from 205 in 2016. The languages encountered were primarily Spanish but there were also incidents involving Burmese, Pashto, and a hearing impaired individual.

The number of calls for service, contacts and investigations involving LEP persons where an incident report was required:

In 2017 the DCSO had a total of 142 calls-for-service which is a decrease from 192 in 2016. However, the number of incident reports generated increased from 10 in 2016 to 28 in 2017.

Were their needs met?

In each incident in 2017, the DCSO was able to provide needed services.

Has there been a change in the types of languages where translation services are needed?

Spanish was the primary language encountered in 2017 although there were incidents involving Burmese, Pashto, and a hearing impaired individual. There are no other known language service needs identified at this time.

Is there still a need for continued language assistance for previously identified Douglas County programs? Are there other programs that should be included?

The current need that precipitated the initial creation of the LEP Policy in 2012 and updated in 2015 remains. No other programs were identified as necessary to add/include.

Has the DCSO’s available resources, technology, staff, and financial costs changed?

The “Limited English Proficiency Plan Language Services Resources” list which is found on page 5 of the “Limited English Proficiency” policy, was updated on August 28, 2015. This included phone number changes for two listed resources. No additional changes were noted to available resources, technology, staff and financial costs.

Has the DCSO fulfilled the goals of the LEP Plan?

The DCSO has fulfilled the goals of the DCSO LEP Plan.
