ANNUAL REPORT FROM

The Office of Professional Standards

The Commission on Accreditation for Law Enforcement Agencies’ (CALEA) Standard 26.2.5 requires an annual statistical summary of internal affairs investigations.  CALEA also requires that an annual statistical summary be provided to department employees.  In 2017, the Office of Professional Standards investigated seventeen total cases which is compared to eight cases 2016, nineteen in 2015, fourteen in 2014, and fifteen in 2013.  Of the seventeen cases, nine were externally generated (citizen complaints) and eight were internally generated.  Two internal and one citizen involved civilian employees.  Eight citizen and six internal involved a classified (sworn) member.

In 2017, Sustained complaints were recommended in 17.6% of the investigations.  This is compared to 12.5% in 2016, 31.5% in 2015, 21.4 % in 2014, 46.6% in 2013, and 11.1% in 2012.  Unfounded complaints were found in 23.5% of the 2017 OPD investigations compared to 12.5% in 2016, 15.7% in 2015, 7.14% in 2014, 15% in 2013, and 11.1% in 2012.  Exonerated was recommended in 47% of the 2017 investigations which is compared to 75% in 2016, 47.3%in 2015, 57.1% in 2014, 21.67% in 2013, and 66.6% in 2012.  The complaints Not Sustained in 2017 were 11.8% which is compared to 0% in 2016, 5.2% in 2015, 7.14% in 2014, 15% in 2013, and 11.1% in 2012.  Sustained on Policy remained at 0% in 2017 compared to 0% in 2016, 0% in 2015, 7.14% in 2014, 1.6% in 2013, and 0% in 2012.
